Numarataj is the assignment and registration of building and flat numbers in Turkey’s national address database, UAVT (ulusal adres veri tabanı). A flat with numarataj has its own address code, which every public authority uses to identify it. In plain English, it is official address registration for a property.
Why numarataj matters
If an address is not in the system, the flat effectively does not exist as far as the state is concerned. Numarataj is needed to:
- register your place of residence (adres kaydı);
- apply for an ikamet (residence permit) at that address – without numarataj, a permit cannot be issued for it;
- open water, electricity, gas and internet accounts;
- receive official correspondence.
Who issues it
Building and flat numbers are assigned by the local municipality – in Alanya, Alanya Belediyesi. The same office issues a numarataj certificate (numarataj belgesi) with the address details. In older buildings, numbers are usually already in the system; questions tend to arise in new developments where address registration has not yet been completed.
Checking the address before you buy
Before buying, particularly if you plan to apply for a residence permit, make sure that:
- the flat has a UAVT address code;
- the address in the system matches the title deed – block, floor and flat number;
- the building has an iskan (occupancy permit), as without one address registration and permanent utility connections can be problematic.
The address code is also used in other documents, such as DASK earthquake insurance, so a mistake in it carries through the whole chain.
Common mistakes
- buying in a new building and discovering only after completion that numarataj has not been done;
- applying for a permit with an address recorded differently from the title deed or tenancy agreement;
- assuming the number on the front door is the same as the address code;
- putting off address registration after moving in.
Municipal procedures and timescales can change, so check the current requirements in advance.
